房东扣住bond不还怎么破？

然后我前几天打电话给他，问新的一期账单有没有到，因为这些单子都是一季度一来，而上次账单的日子是在八月下旬，所以我特地等了近三个月才问他。他说收到了，但是账单有问题。因为煤气表是在后院的，origin的人都是白天来抄表，可是家里没人就进不来。所以我以前收到的账单上面的读数一直都是‘estimated’不是‘actual’。但是每季度光是煤气也有三四百块，加上电费是六七百，我觉得也reasonable吧，而且我和房客平时都很少做饭，煤气费三四百也很不少了，所以也一直没把这事放心上，觉得每次到时间都把账单付了就行了。

根据房东所说，我搬走以后的这三个月时间里他们一直在对房子进行装修，没人住里面，所以也没人用过煤气，那么煤气表上的读数和我搬走时应该是一样的。可是他收到账单后去查看了煤气表上的读数，账单是只是'estimated‘到200多，而表上的读数是1600多，也就是我少交了1400立方米的煤气费。他说这个费用应该由我出。而这1400立方的煤气可能要三千块，我全部的bond不但收不回来，还可能要倒付给他。

我是真不想出这个钱。当初搬走的时候我花了大概700块请人做了全面清洁，就为了他能把bond退给我。现在这么一说，真是好像当头一棒的感觉。对了，这个房子是他私下租给我的，没有通过任何中介，只是签了份简单的合同。所有账单还是房东的名字。请问有没有办法让他把钱退给我呢？还是就这么算了?

2.每个季度300-400， 听起来超级贵，贵的离谱

建议：让房东出示煤气公司的读表后的账单（复印件也行），和你自已以前的账单对比，然后自己打电话询问煤气公司。

是很贵，不过我这人比较大条，这些事都没上过心，一季度的电煤加起来一般都是600多。
