本人刚拿到pr（会计），来澳洲也有快4年了，现有稳定工作半年以上，打算申请父母贡献移民。
初步打算是先申请妈妈，带上18以下的妹妹，5年后再申请夫妻团聚带上爸爸（爸爸尚未退休）。
现在在准备国内父母材料阶段，遇到一个比较棘手的问题，希望有经验的朋友能帮助一下。
依据143 checklist, “Certified copies of documents to verify custody and access arrangements for children under 18 years of age (unless both parents are included in the application). ”。 请问这个监护权公证具体是什么？在哪里办理？
我的理解是，因为爸爸不一起过来，所以要同意由妈妈照顾18岁以下的妹妹，对吗？
还有移民局要求出具“You should include your partner in your Contributory Parent visa application unless there are compelling reasons (other than financial reasons)”， 请问爸爸尚未退休是一个可以接受的正当理由吗？
