一般都是你的Case officer给你拒签后，你找你移民所在的Team的manager来申请复议上诉，然后manager会转到布里斯本移民局的manager，如果再上诉失败，才到移民部长干预上诉，你的上诉解释要足够能拨倒之前的拒签！
如果你的材料中有PIC4020（这个在最近的拒签信中出现比较普遍的）的话，你要参考移民法好好仔细查看，用最有利的evidence拨到之前的拒签。
