各位帮忙，看一下offer

收到winsor的offer,说“you must sign this form and return it to .......within one month of the date of this offer.”
信中的日期是2002，2，20。我昨天才收到，走了15天，如果按到达日期的话，那我是不是这俩天就得做出决定，才有可能3，20 日前到。这不是崔命吗？？什么意思？？
