请教郑律师关于child care收费投诉问题。

由于个人原因我小孩要临时停了现在上的child care，在向对方要回押金的时候，发现对方扣了大概40%的钱。我的押金是$800多，还有大约$400多存到了对方账户里面，总共有$1300左右。由于child care要求要提前4周通知停，所以我跟对方说了，我照付4周的钱（一周上2天，扣掉政府补助大约要付$90多，4周下来也就$400不到），我算了应该能够返还$900左右，谁知道child care才退回我不到$600，我去理论她们说就是这个数。

我想知道阿德莱德有没有政府部门去监管child care收费问题，有没有接受和处理投诉的部门。如果能抽空解答，本人非常感谢。
