北京的回复:
You should send your passport and your CoE to Beijing.
上海的回复:
If your application is approved you will be instructed to send your
passport to Shanghai for the visa to be placed in your passport. Do not
send your passport until instructed to do so.
我晕了,到底听谁的啊?
