07年7月28日F1 今天收到P4，面签时间的问题，大大们进来帮忙

本人07年7月28日的F1  今天刚刚收到P4通知如下

applicants eligible to attend the interview below) at the U.S. Embassy or Consulate in GUANGZHOU
ELECTRONIC, CHINA - MAINLAND on December 29, 2014 at 07:45 am.

A.可是看到很多人说要上网站注册预约，是否需要上网注册然后确定面签时间？还是说如果不更改面签时间就不用上网确认了？
B.还有里面有提到需要税单，我知道的是需要担保人3年的税单，那需要我个人在国内的税单嘛？
