地址：Level 4, 295 Ann Street, Brisbane，然后再去布里斯班中国领馆公证。

请问这份公证是必须要办的吗？ 和国内的中国教育部留学服务中心开具的国外文凭认证书是一回事吗？是否都需要办理？
