我申请UFL的Ph.D，现在收到他们的email要我填两份表格寄过去，原文如下：
We have been advised that you have been admitted to the University of Florida. A review of your materials on hand in our office indicates that your file is incomplete for one or more of the reasons listed below. Your I-20/DS-2019 cannot be processed until the item(s) checked have been completed. Neither an I-20 nor an DS-2019 will be forwarded to you until these forms are completed and returned. If you cannot not show proof of funds at this time, it is not necessary for you to advise us. Only students holding an F-1 or degree seeking J-1 visas may be eligible to receive a graduate assistantship. Students with a J-2 visa may receive an assistantship with employment authorization from the Immigration Services.
1. Attached Certificate of Financial Responsibility has not been
completed. It is mandatory that the Certificate of Financial Responsibility be completed. We acknowledge receipt of the Certificate of Financial
Responsibility that you sent along with your application. We are sending another one just in case you have found other funding since then. If you have not, you don't need to respond.
2. Current cost for the first year at the University of Florida is $23,140 Undergraduate; Graduate $27,125.
这封email是什么意思？到底有没有奖？如果有奖为什么还要我填certificate of financial responsibility呢？如果我得去开财产证明的话，我现在的存款总额不够27125美刀，而且存在银行的时间也不太长，那该怎么办呢？
