Who can help me with that? (urgently)

我想申请Calgary的生物医学工程的硕士.(我本科专业).所以给他们生物医学工程联系人去了封Email问他们要申请表.但得到的回复如下.
Thank you for your interest in the Biomedical Engineering Programme at the University of Calgary.  Attached to this are three documents which will be of some help to you.  They also show some web sites which will give you all the information you need, including a list of faculty members and a description of their research to enable you in picking a supervisor who is working in the same field as you.  Application forms must be obtained from the department in which
you intend to apply.  Biomedical Engineering is NOT a Department but a Programme.  Once you have been admitted into a Department you may then request to change your status into the BME Programme (while still maintaining your status in the Department)
:这是什么意思?是要我去问系里要申请?是不是要我直接找我想找的导师联系要申请?难到不同的导师在不同的系里,我要先被导师所在的系入取后在申请生物医学工程硕士?生物医学工程没有专门的系?

Is there anyone, who can help me with these questions about application?  Thanks a lot.
