OTTAWA, March 8, 2002 -- Denis Coderre, Minister of Citizenship and Immigration Canada, today announced that the second and final set of proposed regulations will be prepublished in Part One of the Canada Gazette on March 9, 2002. The proposed regulations set out further details and procedures the Department needs to administer the new Immigration and Refugee Protection Act.
"I am committed to a transparent and open regulation-making process and this means giving Canadians a chance to express their views on the proposed regulations before they are approved and the legislation takes effect," said Minister Coderre. "The prepublication of the regulations is an important part of the regulatory consultation phase and is the next step toward delivering on my target date of June 28, 2002, for the implementation of the new act." Interested parties have until April 8, 2002, to comment on this second set of proposed regulations, which relate to fees, loans, debt collection, seizures, transportation companies and transitional provisions.
Consultations with parliamentarians, provinces, territories and other stakeholders on the proposed regulations have been ongoing since the prepublication of the first set on December 15, 2001, and will continue throughout the second prepublication period of 30 days. Minister Coderre pointed out that he had asked the House of Commons Standing Committee on Citizenship and Immigration to present their recommendations on the first set of proposed regulations by March 15, 2002, and on the second set by April 8, 2002.
The first set of proposed regulations addresses a broader range of areas, including selection, enforcement, refugees and the selection transition provisions. Consultations on this set ended on February 13, 2002. The prepublication of the regulations in two phases paves the way toward the target implementation date while facilitating the parliamentary and public review of the extensive regulations packages.
The Minister recently announced plans to amend the transition regulations proposed in December to allow more skilled workers to be assessed under the current selection grid until January 1, 2003.
Canada's new Immigration and Refugee Protection Act and accompanying regulations take a balanced approach. It is tough legislation for those who pose a threat to public security while building on the important contributions immigrants and refugees have made in the past and will continue to make in the future.
