续签需要先申请PVA吗？

已经读完了一年的课程
然后我又申请了一个新的课程 一年半 这需要新的签证
我不知道在澳洲办续签是不是像国内需要先申请续签
还是可以直接交学费 然后拿着E-coe，offer和其他需要的材料去申请新的签证？
