Another way of doing the maths is that 33% of the total course is the minimum for a major; 65% of a major is the minimum for sufficient relevance; therefore 65% of 33% = 21% of the total course must be relevant.
In round terms, this could be expressed as requiring "more than 20%" of a course to be closely related to the nominated occupation.
