If an applicant for a Partner Visa does not hold a substantive visa at the time of application, Schedule 3of the Migration Regulations requires that the application must be lodged within 28days of his or her substantive visa ceasing. The applicant must alos prove that his of her visa ceased because of factors beyond his or her control and that there are compelling reasons to grant the visa. Departmental records show that your substantive visa ceased on 30 August 2010 and you lodged your application on 20 September 2010 which is 21days after your visa ceased.
You are therefore reuquired to prove within 28 days of being taken to have received this letter (you are taken to have received this letter 7 working days after today) that your substantive visa ceased because of factors beyond your control and that there are compelling reasons to grant you a visa.
Should it be accepted that there were factors beyond your control and that there are compelling reasons to grant you a visa, you will required to provide the information requested under '3.INVITATION TO GIVE FURTHER INFORMATION IN RELATION TO YOUR PARTNER VISA APPLICATION'.
然后 3.INVITATION TO GIVE FURTHER INFORMATION IN RELATION TO YOUR PARTNER VISA APPLICATION'里面写的就是让我提供国内的无犯罪记录证明，因为我申请交上去的那份已经过期了。我想知道之前那一大段话到底什么意思？？compelling reasons to grant the visa又要怎么prove呢？然后是让我7个工作日以内就要交给他国内的无犯罪记录公证吗？
