请教郑大律师撞车理赔事宜

事情经过是这样：
我在路边做3 point turn，在我前面有辆车（后来撞我的那辆车）也刚做了3point turn。我看了下确定两个方向都没有车之后，开始进行u turn。当我的车与马路呈直角的时候，之前那辆车开始倒车，我看到后停下并且鸣笛示意，但他倒的很快根本不看后面直接撞上我车的右前方，我的车瘪下去一大块，他的车没坏。下车后拍了照片，留了姓名电话，记下了车牌号。对方说他没有任何保险，并且说不是他的责任。

请问郑大律师这种情况下是否对方全责（因为我已经完全停下）？
