   您好！
   我爸妈今年办理了676（旅游探亲）签证来阿德半年，在阿德期间我爸遇到了车祸。那天是我爸带我儿子外出散步，在过马路时被一辆小汽车撞到的，当时我们并不在场。后来警察到我们家时和我们讲得事情大致经过，他们过马路走的是FOOTPATH，汽车正好是出环岛（ROUNDABOUT），警察给了我们一张写有车主情况的小卡片。经过医院诊断，我儿子只是擦伤，无大碍；我爸是左手肩关节脱臼伴有小骨折，左脚软组织挫伤，额头有割伤已经缝合，并需要动手术把骨折处接好。
    请问郑律师，像以上这种情况：
    1、我爸的治疗费、手术费等是由哪方出？（他们只是来阿德旅游探亲，并无任何医疗保险或旅游保险。）
    2、我们是否可以得到其他补偿？如果可以，需要通过何种途径？
