Get Canadian visa in UK?

Hi,
I am studying for master degree in Computer Science in UK and will graduate on September this year. I plan to apply for the PHD degree in canadian university. But I want to know whehter it is possible for applying the visa in UK or not.
I heard about that it is difficult to transfer from UK to Canada now. We must go back to China to get visa. Is it the truth?
