在哪里结婚都可以办个旅游签证过来，在澳洲境内办理配偶移民onshore申请。当然如果想在中国待一段时间，也可以申请 offshore配偶移民签证。

如果是想过来结婚，移民局有一个专门的Prospective marriage签证（赴澳结婚300签证），是专门适合您朋友的这种情况，首先这个签证的有效期是9个月，其次申请这种签证直接就可以在境内申请PR，不需要花费很长的时间澳洲中国往返来等待签证，这是最快速的方法。
