另一层意思，政府POST出来的广告，很多是走形式，外人没有办法拿到职位，因为这个编制有人做了很多年了，他的机会要比别人大很多，POST出广告只是要走“公平竞争”的形式。 如果有兴趣申请，发简历前最好打电话问下这个POSITION是有人正在BACKFILL还是真正VACANT。

比如你有AO4的编制，现在正在做AO6的TEMP，因为AO6那哥们去做AO7了，如果AO7这个职位被裁掉了，他就会回到自己的AO6（编制职位没人能抢走，占了一个茅坑就是永久的），你就要回到你自己的AO4， 现在代替你的TEMP AO4就要回家。因为他没有Substantive Position.
