是有的，DIVISION III—COLLECTION AND TRANSPORTATION OF WASTE，第21条下有明确的规定在没有牌照的情况下收集和转运废品是违法的行为，最高罚金为20000澳元。

如果这样说的话,我们饭店里的瓶子也是不能卖了? 因为饭店没有牌照. 难道客人走后我们自己把瓶子攒起来去卖也是不可以的?

应该是你们unit里的人拿得。我说的情况是放在路边的黄桶。先不说从路边的垃圾桶里拿瓶子是否合法，进人家院子拿东西肯定是违法的！
