申请退学是不需要花钱的，具体开退学信或是取消COE的办理周期，你要问学校的

比较需要注意的是，如果有部分可退款的学费，需要和学校做好negotiation。

需不需要release letter看情况，但是直接退学的话只需要让学校知道，需要填份表。

回归前给移民局最好发一份email解释情况，安全起见（如果可能想要回来的话）
