今天我刚收到一封香港使馆来信，信文如下：
we are in receipt of your ielts results. thank you for taking part in this independent,third party assessment of your english language skills. based on your test results,we anticipate being able to finalize your application without a selection interview within the next 6 months. please note,wo do,however,reserve the right to decide,at any point in the application process,that an interview may not be waived,further examination may be necessary.
1.体检表
2，补一大堆材料 （新的未犯罪记录，照片，户口本公证，学位等认证，最新的推荐信）
3。交right of permanent residence fee
请问这封信到底代表什么意义。是免面试信吗？为什么又说不一定may not be waived,further examination may be necessary.这进一步的检查会是什么呢？会不会还有背景调查？
还有要求作original notarial certificates of the respective graduation degree,diploma or certificate issued by the post-secondary institution or college or university attended by the principal applicant and accompanying spouse or common-law partner.
在graduation degree上打了一个圆圈,这到底是要求做全部的公证,还是只作graduation degree的公证.是一般的公证还是作清华认证.
现在时间快到3月份了.我现在补资料还来不来的急.
