thank you for your email of ** February 2010 regarding processing times for
GSM visas.
I appreciate your concern over the length of time it is taking to process your GSM application. I would note that no applicants for GSM are approved within 2 days and that you may be thinking of the streamlined processing arrangements for the Temporary Business - Long Stay (Subclass 457) visa program.

Section 51 of the Migration Act 1958 gives the Minister for Immigration and Citizenship, Senator Chris Evans, powers to consider and finalise visa applications in an order of priority that the Minister considers appropriate. The Minister set new priority processing arrangements for certain Skilled Migration visas from 8 February 2010. This priority processing Direction applies to all applications in the pipeline that have not been finalised, including those that have been partially assessed and those in the final stages of processing; and to applications lodged with the Department of Immigration and Citizenship, on or after 8 February 2010.
These arrangements are designed to address the needs of industry and State and Territory Governments.
The Australian Government is aware that the priority processing Direction impacts on many applicants who will now have to wait longer for their visas to be processed. However, the Government must also take into account the effect of the difficult labour market conditions which migrants, Australian permanent residents and citizens currently face. The priority processing Direction has been designed to ensure that the economy gets the skills it needs now, rather than those of visa applicants who applied first.

Priority processing is an administrative arrangement, and impacts on the order in which applications are considered. It is not retrospective legislation as it does not change the criteria for the grant of a GSM visa. Departmental officers must follow this Ministerial Direction, which applies to both new applications and those applications awaiting a decision. Your visa application will be processed in accordance with the current Direction.

The Australian Government appreciates that migration is a major life
decision and can be emotionally and financially stressful for applicants. Applicants are advised when they apply for a visa that there is no
guarantee of a visa being granted. For this reason, the Department
consistently provides information to applicants recommending they do not make any irreversible arrangements before being advised formally that their visa applications have been approved.
Applicants are further advised on the Departmental website that, if they have not been nominated by a state or territory government in accordance with an approved state migration plan or their nominated occupation is not on the CSL and they applied for an onshore GSM visa or intend to apply for an onshore GSM visa, it is unlikely that their visa will be finalised within two years of the date of the application (my emphasis). This advice is intended to provide guidance for applicants on the likely lengthy timeframes involved in the current GSM caseload, so that expectations of an early visa grant are not unfairly raised. This is not a new service standard, as it is advising a minimum length of time which these applicants can expect to wait before finalisation of their application rather than a period within which 75% of visa applications will be finalised. 这里提到了最重要的对移民局网站上两年政策的解释，大致意思是，所谓的两年只是一个在目前情况下界定的最短的审理时限，这个所谓审理时限并不是指要在两年内审理完75%的申请。
However, other factors may come into effect which impact on the priority processing arrangements or on the pipeline of visa applications which will change this timeframe yet again. For instance, if a large number of applications with CSL occupations are lodged, at present the Department is required to process all of these prior to considering applications lower down the priority list.
The number of GSM visas granted in a program year is determined by
Government. For 2009-10, the number of GSM visas planned to be granted in the Skilled Independent stream is 41,600. If this planning level is reached prior to the end of the program year, the Department would need to seek Government approval prior to granting any further Skilled Independent visas.

其它的都是废话。这么看来，综合其它一些朋友从移民局得到的回复，基本可以确定，所谓的两年审理时限只是一个烟雾弹，移民局的审理时限完全是由他们按照自己的需要和节奏来制定的，同时还受到所谓“经济”和“配额”的约束。预计针对三无的审理政策，应该会在今年七月，CSL淡出，新SOL入位后明朗，但是有一点是肯定的，那就是今年年底前应该不会有大批三无开审，也就是移民局所说的：“UNLIKELY TO BE PROCESSED WITHIN 2 YEARS FROM DATE OF APPLICATION”.
