我相当同情你朋友的遭遇。大致上来说，移民官的说法是对的，kitchenhand是不算工作经验的。他应该详细解释当时他除了做kitchenhand也准备了甜点和其他与厨师有关的工作，不只是单纯的kitchenhand。
我认为你朋友的申请可能准备上比较大意，所以疏忽了这个环节。我提议他上诉，并提出详细的理据，说明在这段时间内他的工作性质是与厨师的工作有关的。如果需要帮助，可直接与我联络

留学生现在是每2周不能超过40小时的合法打税打工的（以前是每周不超过20个小时）
如果他持学生签证超过了移民局的规定小时数就是违法的
学生签证随时有可能被cancel掉的啊

一次都不行的，这是违法学生签证的工作许可的
他的雇主有些2，应该每周给他打20小时的税给ATO就好了啊
多打的下一周再申报就好了的
